FITS to total DR rate coefficients for He-like ions.

The total DR rate coefficients from the adf09 files of Bautista and Badnell
have been re-fitted for light elements (up to Na) so as to be provide a
slight improvement at low-T (but where the rate coefficient has fallen
off by several orders of magnitude from its peak value).
