FITS to total DR rate coefficients for P-like ions.

The published fits were for the ground state only, as usual.
The metastable fits were not determined at the time.
In doing so now, the opportunity has been taken to re-fit the
ground to improve the accuracy a little, especially for Sc,Ti,V,Cr
where the published fits were only accurate to 5-10% at possible
temperatures of interest to photoionizied plasmas.
The accuracy now is 1% or better.
